Department creation, certificate-enabled course usage, and notification visibility now match real platform behavior instead of hidden or mismatched rules.

Department permissions are hardened: owners create, admins manage members, and assigned heads manage only their own department members.

Certificate usage is measured as certificate-enabled courses, not reusable certificate templates.

Quota warnings and limit-reached events now surface in the notification bell and notifications center.
